Yes it has a slightly different name but it's clearly Arkanoid.

Without a twisty controller or at least a mouse I don't think it would play very well.

It takes a little getting used to, you use the left/right of the 4 way directional and the center (select) button to release the ball or shoot the laser. The longer you hold the direction down the faster the paddle moves.
